3. 投標(biāo)人資格要求

*（1）投標(biāo)人必須是制造商或制造商授權(quán)的代理商。如為制造商投標(biāo)，投標(biāo)人必須提供售后服務(wù)承諾函；如為代理商投標(biāo)，投標(biāo)人必須提交貨物制造商針對(duì)本項(xiàng)目出具的正式直接授權(quán)書和制造商針對(duì)本項(xiàng)目出具的售后服務(wù)承諾函，否則將否決其投標(biāo)。

*（2）投標(biāo)人如為制造商，投標(biāo)人須提供營(yíng)業(yè)執(zhí)照（營(yíng)業(yè)登記類證明文件）或經(jīng)營(yíng)許可證明文件的復(fù)印件。

投標(biāo)人如為代理商，投標(biāo)人除提供自身營(yíng)業(yè)執(zhí)照（營(yíng)業(yè)登記類證明文件）或經(jīng)營(yíng)許可證明文件，還須提供制造商的營(yíng)業(yè)執(zhí)照（營(yíng)業(yè)登記類證明文件）或經(jīng)營(yíng)許可證明文件的復(fù)印件。

*（3）投標(biāo)人或制造商近3年（2020年1月1日-至投標(biāo)文件遞交截止時(shí)間）應(yīng)具有與本次招標(biāo)內(nèi)容類似貨物的制造或銷售業(yè)績(jī)，并提供近3年的業(yè)績(jī)清單，投標(biāo)人須出具至少一份相關(guān)銷售合同復(fù)印件（含合同首尾頁(yè)、蓋章頁(yè)、設(shè)備名稱、型號(hào)及清單頁(yè)等）作為證明材料，否則將否決其投標(biāo)。

*（4）至投標(biāo)文件提交截止時(shí)間前，若投標(biāo)人被列入《中糧糖業(yè)供應(yīng)商黑名單》，其投標(biāo)將被否決；

*（5）投標(biāo)人近三年內(nèi)（2020年1月1日-至投標(biāo)文件遞交截止時(shí)間）沒有發(fā)生因未履行合同、延期交貨、產(chǎn)品質(zhì)量問題的原因?qū)е卤黄鹪V而產(chǎn)生法律糾紛，投標(biāo)人需出具承諾說(shuō)明，否則其投標(biāo)被否決。

*（6）本項(xiàng)目不接受聯(lián)合體投標(biāo)。

*(1) For goods offered from inside the PRC Customs territory, including goods imported before the bid deadline: All equipment shall be transported to the yard of Hanghou Company before July 5, 2023.

*(2) For goods offered from outside the PRC Customs territory: All equipment shall be transported to the yard of Hanghou Company before July 5, 2023 (DDP project site).

3. Qualification requirements for the bidder

*(1) The bidder must be the manufacturer or its authorized agent. The bidder must submit the letter of commitment for after-sales service provided that it is a manufacturer; the bidder must submit the formal letter of direct authorization issued by the goods manufacturer for the project and the letter of commitment for after-sales service issued by the manufacturer for the project provided that it is an agent, otherwise the bid will be rejected.

*(2) If the bidder is a manufacturer, it must provide the photocopy of business license (business registration certificate) or business permit.

If the bidder is an agent, it shall not only provide its own business license (business registration certificate) or business permit, but also provide the photocopy of manufacturer’s business license (business registration certificate) or business permit.

*(3) The bidder or manufacturer shall have the performance of manufacturing or selling the goods similar to the bidding content in the past 3 years (January 1, 2020 - deadline for submission of bid documents), and provide a list of performance in the past 3 years. The bidder must issue at least one copy of relevant sales contract (first and final pages and seal pages of contact, pages of equipment name and model and a list of equipment, etc.) as proof materials. Otherwise, its bid will be rejected.

*(4) Before the deadline for submission of bid documents, if the bidder is included in the COFCO Sugar Supplier Blacklist, its bid will be rejected.

*(5) In recent three years (from January 1, 2020 to the deadline for submission of bid documents), the bidder has not been sued due to non-performance of the contract, delayed delivery and product quality problems, and the bidder shall issue a statement of commitment, otherwise its bid will be rejected.

*(6) Joint venture bid is not accepted for the Project.

4. Acquisition of bidding document

(1) The interested bidders can log to the Sinochem Commerce Electronic Bidding Platform (http://e.sinochemitc.com ) from 5:00pm on November 4, 2022 (Beijing time) to 5:00pm on November 14, 2022 (Beijing time) to obtain the bidding documents.

(2) Log on to Sinochem Commerce Electronic Bidding Platform http://e.sinochemitc.com to obtain the bidding documents through online payment and pay the platform use and technical support fees (total fees of bidding document, platform use and technical support: RMB 800.00 per package, USD 110 per package or 112 Eurodollars per package). Interested bidders shall first freely register online following Help – Guide for Bidding and Tendering. (3) Any bidder that has not obtained a bidding document from SINOCHEM Commerce Co., Ltd. shall not participate in the bid.

5. Submission of bid documents

The deadline for submission of bid documents (time of bid opening): 3:00pm on November 29, 2022 (Beijing time)
